Modernizing Urban Planning in Andalusia

Marbella is on the verge of a major urban planning milestone. In the coming weeks, the city will bring the PGOM (General Municipal Development Plan) to its plenary session for final approval, following a favorable report from the Regional Ministry of Development, Territorial Articulation, and Housing of the Junta de Andalucía.

Modernizing Urban Planning in Andalusia

The Andalusian urban planning framework, established by the LISTA of 2021 and its 2022 Regulation, mandated a shift from the former General Plans to two modern instruments:

  1. General Municipal Development Plan (PGOM) – the reference document outlining Marbella’s overall land-use strategy and strategic planning.

  2. Municipal Management Plan (POU) – a detailed tool for studying, diagnosing, and improving the existing urban fabric.

What the PGOM Means for Marbella

The upcoming approval of the PGOM marks the culmination of years of careful administrative processing. Its adoption represents a turning point for the city, with a direct impact on urban planning and future development. Key benefits include:

  • Clear land classification and zoning.

  • Regulation and protection of rural areas.

  • Planning for open spaces, green zones, and public infrastructure.

Meanwhile, the POU is still in its initial drafting phase. Once completed, it will focus on optimizing Marbella’s existing urban areas, ensuring functionality, sustainability, and resilience.

With the PGOM’s approval, Marbella will become the first Andalusian municipality to fully align its urban planning with current regional regulations. The overarching goal is to consolidate Marbella’s image as a sustainable, forward-looking city and an international benchmark for tourism excellence. Key priorities include:

  • Protecting natural resources.

  • Investing in renewable energy.

  • Promoting sustainable mobility.

This milestone reinforces Marbella’s commitment to balancing growth with environmental responsibility, ensuring a livable city for residents and an exceptional destination for visitors.
